A) Non opening of booking window. - Booking window no. 6 and 13 were closed during their working hours. I was at window no. 12, when my number was to come, at 14.30, window was closed as per timing. Everybody got scattered and stood last at other queue. I was fool to go to window no. 13, which was due to open at 14.30. DID NOT OPENED TILL 14.45. i had to go last in the queue of 70 people at 14.45, got ticket at 15.05. From 14.20 to 15.05 JUST 45 Minutes to buy single ticket of local journey. I has missed my appointment. I prefered to lodged complaint. From one office to other, I got complaint book after another 15 Minutes???. I have lodged complaint in CBS complaint book, Complaint no. is 18. CBS said windows were closed to to shortage of staff. Why the can not keep board of "not-working"?
 

Solution of your complaintProper number of staff should be appointed, and in case of more absentism, higher authority should serve the people instead of allowing queue to be as long as of 70 peoples. Also, the boad should be displayed of "NOT-WORKING" in case of non functioning of window for any reason. 
ActionI do not know, what more I can do.
