my cell one - bsnl number was 9444065230. I lost my mobile along with SIM card on 11/9/05. This was informed to bsnl. They wanted a fax to be sent for de-activation. that was done. Then they wanted me to surrender the lost sim card. I told them it was not possible - since it was lost. I am constantly getting bills for the lost mobile - though the number has been de-activated. They also cut my land line off - whenever they feel like it. I sent a letter for surrender - as requested by them, to the local customer care center. Even then, they continue to send the bills for the cell services - and threatening me that my land line will be cut off !!! . I DO NOT KNOW WHAT TO DO AND IN WHAT LANGUAGE I HAVE TO WRITE TO THEM.

Solution of your complaintLet them stop sending the bills for the de-activated cell number - and stop threatening me with land line cuts - at the earliest. I being a lumbar disc patient, i am unable to go over to their offices. 
ActionI have to publish all these details in the net and send all the data central minister for communications.
