Dear Sir/Madam

My name is anshuman verma. I am residing in delhi. I had applied on relaince web site for USB datacard on 19th March 2009. On the same day a person named Ghanshyaam called me and suggest ne to buy a reliance USB modem online by paying Rs 2400 online. He told me that my card will be activated within two working days.Today is 26th and still my card is not activated. Today i talkd to the ghnashyaam and he told me that in any case my card will be activated before 8 pm. But there is no repsonse from there side.i have called so many times and they always said your card will be activated today positively. I have bought this card for someone else and i thought itwill be activated in 3-4 days after the payment. But now it is usless for me. so please tell me how can i file a complaint against this purchase so that my money will be refunded?
